B. Whoever commits the crime of solicitation on an interstate highway shall be fined not more than two hundred dollars, or imprisoned for not more than six months, or both.

That's kind of like their break room and it serves as a staging area. They park behind the Race Trac and meet at their shite pile in the morning. They always leave a bunch of tarps and wagons and water and stuff over night. When one goes off shift they walk to the Race Trac dump out their loot and another goes on shift. They also pile up the food people give them in between the concrete barriers between the traffic lanes under the 10 overpass.

Sheriff has to know about it.

Anybody remember the black guy in the area of Cane's/Jack in the Box next to campus? That guy was always wanting to get something for his daughter's birthday... everyday!

Me and three of my buddies were in line at Jack in the Box (after a night of heavy drinking) and decided that we'd offer the guy all the free food he wanted. He told us no that he just needed the cash.

I never once gave the guy money buy my freshman roommate was pissed when one of his dates "convinced" him to give that guy a five-dollar bill.

BRPD is too busy working to stop REAL crime, like Inspection sticker and seat belt checkpoints.

Portland is the homeless capital of the country because the city government bends over backwards to accommodate them. The local shelters aren't enough so the mayor told them to just camp out. They've taken over city parks so locals can't enjoy the parks with their kids. At least one summer day camp has had to cancel its program for kids because of threats from transients. And complaints go unanswered.
