Because people are sick and tired of the crime that's exploded the last couple of years? I can have empathy, but I can also say my car has been broken into and shite stolen 4 times in the last 4 years or so. It's asinine that I have to leave my car unlocked, even in good neighborhoods, because trash break windows just to look around.
I have empathy for the 12 year old, but also understanding the utter frustration brewing.

Okay, now change the parameters to only in urban areas (the hood) and see what that number shoots up to.
The issue isn't with decent folks trying to raise their families. It's the ones who are in the system and perpetuate it
