You make a really good point with regard to genetic diversity, which is paramount when considering optimal genetics. Such diversity would still be capable in the method I proposed. Unless you think more unintelligent people within the gene pool will result in more geniuses?

I think a better way would be to cut all the assistance programs, if you have more children than you can support then they die off

There are people from all different genetic backgrounds that could pass this criteria in the OP. Its not like he's limiting it to one race or creed or heritage, etc.

And even if they completely suck and offer nothing to the human race, they can still have one child.

Cut off "additional assistance" after the first kid and apply it only to the future. People who get it now, congrats you win, but people in the future best stop having children.
And birth control is insanely cheap. Just give it and plan B (which is concentrated birth control) to anyone that wants it. Set up store fronts all over the place and give it away anonymously to women.

You may not like the idea, but based on your reasoning skills, I believe you would pass the tests and be allowed to reproduce at your discretion.

Yes I would. I'm a strong, white male with good test scores, decent athletic ability, and good education.
However a lot of that is due to my circumstance in childhood.
Its one thing to NOT REWARD poor, dumb people for having kids. Its another to NOT ALLOW it. Its downright un-American to say people aren't allowed to have kids, but I also believe its downright stupid to REWARD them with more money and benefits if they are already suckling at the government teet.

As a member of the unlimited child club, what is society going to offer me to have my children? The breeders will need to work overtime to ensure human survival, so you'd have to offer incentives so they wouldn't choose 0 or 1 kid.

Your inherent aptitude is a result of your circumstance in childhood? Your genetic markers, which determine your bone density, body frame, muscle mass limits and inherent athletic abilities, are also a result of your circumstance in childhood?

Everybody can see that this is a thinly veiled attempt to prevent minorities from having more kids. Just because someone's great great grandparents never had the opportunity to learn to read and write doesn't mean that they shouldn't be allowed to have children.

Which is also part of our issue today.
Not only do uneducated, poor people reproduce at an alarming rate, but the well-educated, well-off part of society no longer tries to have large families.
Its more of a family planning society with women having careers just like men and people becoming more prone to saving their money as opposed to having 5 or 6 kids (or even 4).
Again, Idiocracy is happening and its terrifying.

Yes, I realize your convoluted description meant one, the other, or both as the "3" groups. It's actually an either/or scenario, since you wouldn't need to take the second test if you passed the first.
Your way of determining who has the IQ standard met tells me you probably don't.
