not sure if you have been paying attention, but 2 of those won't matter - the fine would not be paid, jail time is laughable - mostly because unless it kills someone, they likely would not see the inside of a jail cell - and if they did, it would be a slap on the wrist, and do you really believe losing their license would matter?

there is no happy medium because it is ultimately on the individual to do what's right, and the issue there is everyone looks out for themselves and not each other. the Gov does not need to get int he middle and force anything in that regards.

I can run in the right hand lane at 75 on the interstate and have people tailgate me waiting for the left lane to open up.

Legally, that's no longer a thing. Practically, you can go whatever speed you want on the interstate unless a statie or HP feels froggy.
