I can't give a blanket answer. I think it should be considered by a court, on application of the person seeking to get his rights back, on a case by case basis.

There are too many felonies on the books as is.
A significant number of them are used as a way to force plea deals or just frick someone over.
It's out of hand. Overcharge to hell and back and figure it out later is standard operation.

Please be specific on what felonious offenses? Many posters are college educated here, served in the military, know right from wrong and have never committed a felony whatsoever.
Hell, even DWI was considered to be an egregious offense while serving on active duty and would lead to dire consequences, at least when I was in.

Negative on that. Plenty of folks get released after years and still owe restitution to their victims. Sometimes paying a debt to society is literally just paying a debt. That was a caveat Florida's felon voter law came with, and i concur with it enthusiastically. With that said, I've also had a few friends get slapped with outrageous fines I'd never pay off post prison, like 50-75k on state trafficking charges. I certainly don't want to incentivize large fines for holding voting rights hostage.

Not all felons “served time”! Many people have felony convictions and were never sent to prison

I would say a majority
Extremely uncommon around here for many lower level felonies to see much if any at all time served. First offense(s) practically zero. Anyone with a lawyer zero.
