Well, if you really want to do what's right with the man upstairs, stop trying to figure out a dollar amount to tag it with.
She's your sister. I've had a similar situation with a brother, minus the house burning down. Sometimes love is tough. You have say and do things they don't want to hear.
Now in this situation, after losing a house, someone trying to be high and mighty will probably not go well due to the trauma from the home loss.
In any event, be there emotionally for your sister. Offer help. Offer love. Offer things she needs. And do so with no other reason than she's your sister and you want to help. Stop trying to find the right thing/$ for man upstairs. If it's from your heart, it's as real as it gets. No dollar amount on that.

You are assuming they were renting. If they were then their loss is of things that are easily replaced. I am also going to assume they have rented a new place.
If so, they need a bed, a couch, a tv, and kitchen stuff. These things will raise their comfort level. It may also be good to buy them a round of spices and groceries.
Do not give a drug abuser money. They will use it to dull the pain and will end up with no bed, tv, couch, or food. You want to help, not enable.

Take her to the store and get her things she needs.
You cut her off ten years ago bc she was a danger to you. Is that still the case?

If she is still doing drugs you could pay for her to have a new place to stay. That is, drop her off at rehab.

Since you can afford it, offer to pay a few months of rent wherever she decides to move to. It'll allow her to get back on her feet.

Not much you can do. Is your mom or pop alive? You might consider giving the money to them and let them work with your sister.

Apparently you have a decent heart or you would not have given her a second thought.
Go see her. Might be the time to heal some wounds.
A visit may mean more to you and her than $. No doubt though she probably needs financial support right now and this might be a good time for her to realize some errors in her ways.
You can determine once you see her in person, visit with her a while, what she needs money-wise, spiritual-wise, or otherwise.
Go see her in person!
