A serial killer is defined as killing three or more people. Do investigators suspect him of more murders?

Someone with more knowledge than me can chime in, but Federer was murdered in 1999. CODIS (National DNA databse run by FBI) was about a year old at the time. This isn't CSI where you just put a skin cell in a test tube and someone's wrap sheet pops up on the screen. Over the last 20 years, the FBI has been building the CODIS database with information. Additionally, new technology allows LE to get information/DNA from samples that may have not be available 20 years ago. Green (murderer) wasn't caught in Texas until 2007 and by that time, I assume, the local case was cold. It just takes time and resources to open cold cases and process evidence. Detectives get promoted and/or retire so cases that are meaningful to them get lost in the pile. Either way kudos to BRPD for solving this one.

He has been identified in three dating back to 1988, including this one. Im sure there are more between 1988-1998 that he hasnt been identified for yet.
