Let's take this instance in the op as an example. Do we know if the mall has had problems with cars being broken into? Vandalism? Etc.
i think when it's cut and dry the cop is violating people's rights they should lose their badge. Unions protect them too much.

If a cop is acting w/I his legal authority I certainly would allow him to question me. Under Terry, all a cop needs is reasonable suspicion to conduct a stop and frisk.
However, this was Mall Security. Mall Security cannot conduct stops under Terry. They have the authority of a regular citizen.
Some contituional issues arrise re: off-duty actions by law enforcement. Since this guy was getting paid buy the mall, any guise of acting under the color-of-law doctrine wouldn't likely hold.
Hence, the charges getting tossed. The Cop wasn't a Cop (for legal purposes) during the encounter with the girl.
Ask yourself, should privately contracted business security be able to conduct itself in the way the mall security did did. Ask yourself how you would act with a bouncer at a bar. Same type of deal. You should always be able to leave.

People should absolutely be aware of what can happen to them. That mentality creates big and predictable problems, though. The bigger picture I am painting here is that the "comply or die " mentality is not doing anyone any favors, not the cops whose morale continues to decline, not the image of the shield that continues to get tarnished, and not the populace who feels like they live in occupied territory.
I don't find it terribly surprising that there's a growing disconnect between LEO and the people they too often "serve". How many rights can you violate before people get fed up?

They can but they must have reasonable suspicion. Riding through a parking lot is not reasonable suspicion that a crime has been committed. Get on West Law and read the opinion.

This is the kind of stuff that really pisses me off. This kid needs to be sent to a reeducation type class. Just ridiculous the stuff these kids think they can get away with these days.

Decades ago we hung out in vacant fields, blared music, drank beer and some smoked the hippy lettuce. Cops came, we ran and the cops left it alone because it was kids being kids.
If you didn't run, they poured the beer out or took the pot away. No one would get arrested or tossed around like a rag doll.
What the hell happened over the past few decades?

A mall security person chases a child on a bicycle in a SUV - assaults and tasers them and you are okay with it?
The child did not steal anything from the mall - did not even go in the mall . Didn't commit any crime for that matter.
You think the actions of the mall security person was reasonable?
