I don't think you're getting the big picture. Street level dealers mean nothing to LE - they want to build a chain from the street to the main pipe. They get his supplier, then they get his wholesaler, then they get to the big fish.
They call it a "network" for a reason - you want to get as close to the center of the hub as you can. The demand never goes away, so these networks are always rebuilt - but, LE philosophy is - I take a street level dealer to jail, they replace him that day. I take a supervisor - they replace him in a week - I take a gang leader, they replace him in 1 to 2 months - but I take a hub? Competing dealers will try to fill the demand, but the hub itself might take 6 months to 1 year to replace.
All they're trying to accomplish is to make it more expensive to operate a drug enterprise - precisely because it is so lucrative.
It is perverse and one of the reasons why we should end the war on drugs - because it will end no other way than by just calling it off.

I get it. From a prosecutorial stance it makes sense to climb up the food chain by offering less time, etc.
I am asking from the criminals point of view. Why would he turn in a guy that would kill him for being turned in? If he is quiet he will get 9 sentences that run concurrently for 366 days. In some places he will be back out in six months.

Fair enough - and perhaps that's why the tried to build a large package of charges to make the potential time start to make it worth cooperating.
It's not like these are MBAs or nuclear physicists in this business.
