Hmm. Citizen calls dispatch, "yeah, I found a wallet, $500 was in it".
Owner calls dispatch "Yeah, I lost my wallet, $500 in it"
Officer turns in wallet, $100 cash in it.
Only thing I can think of.

Some IA guys will put a wallet with cash and/or some other valuable item in a location and call in a "found property" to test officers.
They usually only do that if they have a prior suspicion on the guy though. Too time consuming to just go around baiting random officers.
The lack of information in the story leads me to believe that is what happened here. The whole "random citizen" finds wallet with wad of cash and calls police thing is BS. If I did find that wallet, I would just Google the owner by Driver's License info and call him direct.
