In your opinion, will this decision increase or decrease the amount of people receiving government assistance? What about crime rates? Up or down?

You really need to reread what the post I replied to was discussing. I was saying that no, slavery would still not be legal because of Stare Decisis since the passage of the 13th Amendment happened.
