I grew up in the 80s. We always went to my Aunt's neighborhood when I lived in Louisiana because it was the only one in the small town I grew up in. A lot of the adults dressed up and the entire neighborhood got really into it. Remember the older cousins and their friends dressing up slutty even back then.
Maybe you people just had shitty parents who didn't like to have a bit of fun.
