For those that don't understand this is a new branch of physics that will lead to better computing. Devices have gotten so small that we have about maxed out the computing rates made available by classical electrical modules. Basically what the article is saying is that in magnetic domains there is a shift of polarity due to magnetizing/electrical forces being applied to a material in it's constant state. While it is not as much of a determining force when utilized in unison with either longitudinal or circular magnetism inspections, it is thought to enhance the domains ability to shift when using forms of toroidal magnetism.

(Jeez, did any of you stay awake in Physics 471 ?)
