OK so I've been negotiating to buy one of my family members a car. The guy wants 8000 + TTL but I offered 8000 out the door. He said he can't do that, but that I can have it for 8000 with a a temporary tag. What exactly does that mean?

The buyer pays registration fees. If he’s not a dealer then he’s just gonna pocket that extra money and you’re still on the hook to go to OMV and pay tax, title, and license costs.

He's a dealer... so that means I'd just have to pay registration?

No. He means he will sell you the car for 8000 and then you are responsible for taxes on your own. This is why he’s only giving you a temporary tag. You will have to go to the DMV, pay taxes out of pocket, then get your permanent tags and registration.

We have been in the market for a vehicle as well, and the salesman we were talking to basically did the same thing.

We told him the number we would walk out the door with it, and said he would talk to his boss. Came back and said "ok, we are going to give you the vehicle for the number you asked, without taxes included." Uh, no, that's not what we asked.
