You can call a local attorney in Montgomery and ask them what they will charge to get the charge reduced to a non moving violation. I wouldn't pay over $200. Most know how to get it done. I did this several times in my younger years when I always seemed to be in a hurry.
Got a speeding ticket in Houston and the ticket offered to reduce it to a non moving violation for an extra $25. I thought that made a lot of sense.

No. State and local Police. If he calls some local attorneys I bet he can find one who knows how to do it. That's what I would do. These guys are always doing favors for each other and know who to talk to, especially over minor stuff like speeding.
