‘Public Punching Bags’ Installed Across Manhattan to Provide Relief to Frustrated New York

Not necessarily.

What if someone saw "Public Punching Bag" and used it without reading the disclaimer located further down?

What if someone who doesn't read English (like in say, a large multi-cultural city like New York) used the device?

What if it has a dangerous condition (maybe being affixed to a wooden backing and then attached to a stiff metal pole) that isn't warned to the user? Not everyone knows how to throw a punch and protect their fingers or wrist from damage. Especially since you don't tend to have punching bags solidly affixed to a surface that doesn't move.

And that doesn't stop anyone from filing suit just because they were hurt.
