Can also get in if your kid has social issues or whatnot. My cousins taught their kids to fail the social interaction to get in.

EARLY CHILDHOOD PROGRAMS
Louisiana has multiple publicly-funded early childhood programs.
CECIL J. PICARD LA 4 EARLY CHILDHOOD PROGRAM
The Cecil J. Picard LA 4 Early Childhood Program is the primary preschool program in the state, serving more than 16,000 children. It provides six hours of early childhood education daily to four-year-olds from disadvantaged families. Students typically enter the LA 4 program with language and math skills below the 10th percentile, and upon completion of the program, their skills jump to the 50th percentile.
8(G) STUDENT ENHANCEMENT BLOCK GRANT PROGRAM
Each year, the 8(g) Student Enhancement Block Grant Program prepares roughly 3,000 at-risk preschool students for kindergarten. As part of the Louisiana Education Quality Support Fund administered by the Board of Elementary and Secondary Education, the 8(g) grant program has allocated more than $160 million to preschool programs statewide.
NONPUBLIC SCHOOLS EARLY CHILDHOOD DEVELOPMENT PROGRAM
The Nonpublic Schools Early Childhood Development Program provides low-income families the opportunity to attend state-approved private preschools and child care centers. The program serves more than 1,300 preschool children annually, providing six hours of daily instruction and up to four hours of before- and after-school care.
CHILD CARE ASSISTANCE PROGRAM
The Child Care Assistance Program helps low-income families pay for child care while working or attending school or training. Currently, the program is administered by the Department of Children and Family Services, but will be administered by the Department of Education beginning in July 2015. Child Care Assistance provides opportunities for care to more than 16,000 children under age five. For more information, please click here.

So, basically its to find out how much you make so they can hit you with a fee. I honestly didnt know about it until my youngest son entered prek this year.
My oldest son we had in prek and we didnt have to pay a dime. This time around I guess we made too much and a month into the year we get a bill for $300. didn't know it was a thing until it happened.
Ugh...extra bill didnt need, but I wasnt gonna yank my son out.
This was in Jefferson Parish btw.
Eta. Thats $300 a month

No. Pre-k isn't part of the general public school system. As has already been stated, it's a federally funded program for low-income families. That's why you were asked for income information.

Like others said, pre-k is not mandatory in Louisiana, so it's not free unless you are underprivileged. Free starts at Kindergarten. My son got into Metairie Academy, and they told us Pre-k is $300-500/month unless you qualify for free pre-k. They are just seeing how much to charge you. I'm sure you can say no and just pay the maximum fee.
