Remember the joke:

What's yellow and black and sleeps twelve?

Ans. A Sewage and Water Board work truck.

Regarding the bill disputes being heard by judges that are so backlogged, why is this happening?

Bill disputes with other private utility suppliers are heard by special judges. If my Entergy bill is incorrect, I don't get a judge to look at it.

Can the State take over New Orleans in general? it's run by utter buffoons.

Would it be any better with the state running things?

The fact that this is even under discussion shows just how bad things are in some aspects of the city.

But, again, these problems are 50 years or more in the making.

New Orleans will scream racism among other things. No way the trash down there allow the state to run the sewage and water board. Of all the corruption in New Orleans nothing comes close to how corrupt that bunch are.

They blame all of their problems on white Republicans in Baton Rouge.

Specifically white Republicans who represent other places, because none will ever represent New Orleans
