23 other states have versions of TOPS or the original Taylor Plan, including Georgia's HOPE, Tennessee's Hope Scholarship, Florida's 'Bright Futures', South Carolina's LIFE, Oklahoma's OHLAP, and even your state of Mississippi, with the HELP plan.
