I think they're planning to open 200 bays eventually, but they're not all open now. There's 350 total.

Yeah it's bad, the difference between the head and tail at Kentucky and Pickwick is so close that they aren't operating units there anymore because they can't get enough power out of it them. It's some serious shite trying to manage the spills right now so we get the water out of here but also don't dump too much into the Ohio which goes in to the Mississippi to destroy other parts of the USA.

Was it 2010 or 11 Memphis flooded pretty badly? Like in May though. This is some crazy water levels for February for real.

The BCS is less than 25% open and river forecasts only take into account 48 hours worth of rainfall and river discharge. IIRC, water does not even get high enough on the Morganza spillway structure to open it until the river hits 57 feet on the Natchez gauge and the river is suppose to crest at 58 feet on the Natchez gauge. Opening the BCS should be enough to handle this high event and get the river below flood stage before the annual snow fall flooding starts.
However, this high water event is not the one to worry about. 2018-2019 has been the wettest winter in over a hundred years. It has been an average snow fall this winter which usually raises the Ms River by 15 to 20 feet (based on my 20+ years of observing the river while hunting and fishing experience on the unprotected side of the levee near Vicksburg). If the snowfall comes early before the river drops back below flood stage then, yes they will probably open the Morganza.

Groundhogs lack the intelligence to form language and the physical structures in the throat and mouth to form speech.
Plus, that sumbitch was hibernating when they yanked him out of his hole, so even if he could speak, I'd expect a lot of cussing instead of a well-reasoned theory on weather in the medium term future.

He's right just less than 50% of the time. They either need to switch up what happens if he sees his shadow or let DeBlasio spike him a couple of more times until his predictions improve.

I think the key here is "at the moment".
They can only forecast out accurately so far. If we (or those north of us) get more sustained rain than expected towards the edge of their forecast range, then that estimated rise increases and the eventual crest goes higher and could take longer to reach. The more that happens, the more the likelihood that Morganza could be opened again.
