That guy was showing no Ill intent in the slightest.
He wasn't reaching for a weapon. Please. He was outnumbered 4 to 1. 0 reason to shoot.

They were not initially responding to him at all.
The article states they were enroute to a domestic violence call at another location that took them along this road when they came across the vehicle parked in the middle of the road and the situation escalated from there.
