Probably because there are diffferent size barrels different industries use - i.e. 42 gallons vs 55 gallons...

No. A barrel is 42 gallons.

A drum is 55 gallons.

Probably because most consumers of news are familiar with gallons.

You can bet your arse if I was trying enforcement actions on a polluter i'm going to use the number that sounds the largest. Common sense. Tough to explain pollution to a judge with zero environmental knowledge when you use technical terms.

The argument is most are more familiar with gallons...but in reality they just want it to sound worse than it really is, as someone mentioned earlier.

Actually it's measured by the length, width, and color of the sheen. No where close to an accurate amount

Take an eyedropper and put some oil in it. Put one drop in an Olympic size swimming pool. That would be equal to the bp leak ratio wise.
