Movies and promotions during the Hollywood pre-Code period (1927-1934) could be surprisingly risque for that time period.
This photo was used to promote an actress by one of the major studios in 1929. The studio (I believe Warner Brothers) was pushing the envelope with this one. It was also not particularly successful since the actress in the photo does not show up on IMDB.
ETA: If you look very closely, it appears she is wearing something that is very close to the color of her skin.

The woman adjusting her swimsuit is legendary Hollywood Costume designer Edith Head. Here she is with her 8 Oscars, a record for any individual.
