I was taught (in SC) to turn hazards on if I am traveling below the minimum speed on the highway. It alerts drivers of slow traffic ahead.
You see trucks turn on their hazards in mountainous states when they are climbing a hill and are traveling below minimum speed.

Yes. Very much so. I'm already trying to concentrate on the road in the rain now I have to wonder if you're braking, switching lanes, stopped, etc. it's very distracting

There is no reason to be traveling that slowly on a highway. If you have a vehicle malfunction, pull over. If you are scared to drive in weather, pull over.
