We used 6x6 pressure treated posts for boarders. Attached to the ground by drilling a 1/2" hole thru them and driving a piece of 24" rebar thru. Put a rebar about every 4 feet. Filled the middle with about 4" of pea gravel. You need that much to make it "spongy". The pea gravel will move and lessen a blow.
Dont use sand. My neighbor did and it became the litter box for every cat in the neighborhood. Pine mulch can cause splinters, rubber mulch is WAY too expensive for something your kids will play on 5-6 years max.

i'm still debating it.
as for the cost, i want something that will still look good if we ever decide to sell the house.
rubber mulch at 3x the cost of wood mulch seems more attractive the more i think about it because i bought 3 yards of mulch this year and it cost me a couple hundred not to mention hauling that shite back to my house and breaking my back for hours spreading it around.

I looked into the rubber mats for the playground mainly to avoid weed eating the area but the cost just wasn't worth it to me. Kids can play on grass.
