There were only really ever two options if the 4 year old could not stay somewhere else.
1) Bring the extra kid without asking
2) Ask to bring the extra kid and if yes, then bring them.
There is no downside to asking other than potentially being told no (which is almost zero%) or feeling too good to have to even bother to ask someone else's permission first. Just because you might not have any issues with bringing an extra kid does not mean everyone else agrees. It's their party, so it's their call. Why not give them the chance to make it?
For frick's sake...this isn't a kid birthday party issue. It's common fricking courtesy.

That was sort of the impetus of my whole stance/responses in here. It's not a parenting thing at all really. Thus the hilarity of the catfighting that started this thread off.
