My walls might have caught the aids. One room has a powdery, dust-like layer that lays over the surface of the paint. I have cleaned it with water and with something mix recommended by the paint people at Lowes. The Google machine suggests it is chalking. What is the best way to eliminate this?

Simple, cook your meth in another room. Preferably one with an exhaust fan.

Whoever built it didn't put down visqueen under the slab. It is a moisture problem.

Sheetrock

Also, it's not mold. Tested that first.
Lowes got me for a test kit and some powdery shite we mixed with water to "fix the problem"

Maybe staple some cling wrap to the wall?

A picture would be useful. Also on reddit, the subreddit r/HomeImprovement is gold. I've gotten a ton of questions answered there as we are working on our house before move in.

I vote for wipe down, prime and repaint. Just do a small section of wall to see how it turns out before going whole hog on the entire area. However, I feel this will take care of the problem, even though I've never heard of interior paint powdering off like you are saying.

I've seen lots of exterior paint powder up when it gets old, and I've painted a lot of houses in my time and all that's ever been done was to clean, prep, prime where needed and topcoat.

This is after using TSP last week. The white chalky stuff came back. The paint is about 8 months old. This didn't happen with the previous paint color.

Bad paint?

Prime it, paint it again. This time use another brand and a high grade. Don’t know if the paint was a problem but I would try another.

OK, so what brand of paint did you use. There is a big swing in paint quality out there. I have painted lots of houses, interior and exterior over the years and I stick with Sherwin Williams and Benjamin Moore brands more than any other brand of paint and have never had interior paint do that.
