front car would be obvious answer bc you can verify their speed if you running radar..

Several years ago in Oklahoma I was traveling in a speeding pack of cars, no cops in sight, there was probably 10 or 12 cars, all doing around 90 MPH. come over a hill cops have the road blocked waving everyone over . Airplane was overhead tracking our speeding. They didn't have to choose who to pull over. They just got us all.
My military ID "fell out" of my wallet when I gave my ID to the cop, so I got a "slow it down" and a smile.

I would pull over the lead car, then block road and flag other two cars over. Therefore, I would get all 3.

I'll never forget been when I was a kid, about 22 (thank God for statue of limitations).
I was on my way to a job in the middle of nowhere in the Appalachians, on a state highway. I was driving down a very steep hill, while smoking a joint. I was driving behind another car (charger/mustang type), and both were going 15 over because of the slope.
Sure enough, a state trooper passes in the other direction. He busts a u turn in the middle of the road, and turns on his lights. My a-hole puckered tighter than an oyster shell. I was fricked.
But sure enough, he gets behind me, cuts over hard, passes by me, and pulls the front car over. I was amazed at how lucky I was that he didn't get me, or both of us.

I was once in this situation, but it was about 4-5 cars traveling together. The buddy I was riding with slowed down to the speed limit, the others kept their same speed. Eventually, they passed a cop on the side of the road. When we later caught up, we saw one had been pulled over. We asked later what happened, the driver who got pulled over told us that the cop told them to stay out while they chased the other drivers down. Though, the cop never got the other drivers.
In another instance, a friend of mine told me of a scenario similar to OP, but different types of drivers. He said the cop pulled along side them and told them all to pull over via his loudspeaker.

I have been the lead in that scenario. Cop pulled over trail car, I kept going. He hopped out and took the driver's license of trail car guy and told him to follow him. He pulled me over about 5 miles down and the trail car guy pulls in right behind him. We both got a ticket.

When I was 16 or 17 me and some dude were racing on the highway, Dong 70 or 80 on this twisty 2 lane hwy. Cop lights come on behind us. We both pulled over. He came up pulled us both out of the car and was just chewing our asses. Asks for our DL and proof of insurance and as we're getting them out he gets a radio call , he answers it and then yells at us "you 2 stay right here another officer will be here shortly" and jumps in his car and hauls arse out of there . Me and this guy who were racing but don't know each other at all, are just standing there. "pretty fast car you got there, bet we can both be out of here before that other cop gets here" I tell him, and we hauled arse. I never heard another word about that.

I need to know if car A, B, or C has one of those thin blue line stickers on the rear of it.
If any of them do, that is the one getting pulled over.
If none have it, then car C since the driver is being a pussy and riding the coat tails of car A. I don’t like followers

Depends. The lead one is always fun to catch. But honestly the trail vehicle usually gets stopped.
