Dude, you live in a townhouse with a shared fence... You're one missed paycheck away from the Fischer projects

What are my options?

First, HOA's suck.

Second, HOA's are evil, and led by a punch of pussies.

You're right, my yard is just like you. Old, dilapidated, and desperate for attention.

I'm not a lawyer, but I did sleep in a Holiday Inn Express once. When you bought this property did you have it researched, checked the property lines? A title search? You should have found out then that you (fence) were a foot on her line. Seems you knew this and just said frick it until the old lady's daughter came on to you and you shut her down, thus pissing her (daughter) and mom too, off. Cause she (mom) thought you and daughter might hit it off, and her (mom) thinking she might finally be gettin rid of her slacker arse daughter. You fricked.

Maybe if you didn't have a deck you wouldn't have the height to look over her fence and therefore she wouldn't need to raise her fence higher. Looks like she is simply trying to have a little privacy.

adverse possession

this would be more a prescriptive easement--not saying it applies either.

OP should just grow some damned ivy and forget about it.
