go and talk to the rep from the state. they are relatively easy to work with and my experience is that they are more interested in getting an agreement than getting every penny the guideline says they can get. if you don't agree, it makes them work harder. if they reduce the support to get you to agree, it saves them work and costs them nothing personally.
