OT Contractors - Water Meter Question

I recently learned that my water bill is astronomically high (as in twice that of similar homes in my area) and had it looked at today.
It seems that the line going to my home has a Meter on it assigned to a much larger home with a sprinkler system and pool. Meanwhile, the Meter # assigned to my home is nowhere to be found and the larger home has a Meter on it not assigned to either home.
The BR Water Co is sending an Inspector out to meet with me in the morning. Obviously the situation is a huge mess but I am trying to prep to meet with their representative.
Am I correct that the City is only responsible for the line from the curb to the Meter and they are going to tell me anything past the meter is my problem?
My home is set back away from the road and the meter is at the road. If I wish to have a new main line run from the Meter to the house, do I have to pay for that? (A new line may be called for as it appears that other homes may have tied into that line over the years.)
What are the chances of me getting any back payment from BR Water Co for the outrageous bills I have been paying since I moved into the home five years ago? I legit just thought that BR had outrageous water and sewer fees. I just found out last month that $175 a month is not normal for a family of three.

Yes you have to take it from the meter to the house and yes you have to pay for it. One would think if it's proven that you were overcharged you should be able to get some of it back but I don't know. You didn't think $175 water bill per month was high?

What? That's honestly about $150 more per month than I pay for water. I'd say they owe you about $9K.

I never paid a water bill when I lived in Baton Rouge during college (apartments with utilities) and just moved back as an adult five years ago. I just started cutting the check assuming that was how much it cost here. Big screw up I now know.

He just moved in late last year. I notified him there is an issue and he is coming to meet with the BR Water rep tomorrow. Like I said, there is a meter on his line as well but I have no idea where the bill from it goes. He has been paying MY water bill all along. Sucks for him because his house is larger, more people, pool, water sprinkler, etc.

I'd get an underground utility survey done and map out where the lines come and go. It'll be easier to prove your case.

I wouldnt stop raising hell until they gave me some money back. I would say call up the mayor, but if in baton rouge the mayor is probably in on it.
You sound calm so thats a good thing. Hopefully, they offer something, make sure you bring that up.
If they dont offee anything, send them an invoice for your consultation on water metering services for whatever you over paid.

If you turn off the water at the meter in front of your house, does it turn off the water in your house? Does it turn off the water in your neighbors house?

Just an FYI: The Water Company is not the city. The bills are just all lumped together with sewer, garbage, and recycling.
Your water usage should be approximately 4-8 CCF. The water part of my bill is about $13.
I say chances are pretty good for getting a credit on your account.

When I turn off the meter assigned to his house, my water goes off. When we turn off the meter assigned to (not either of us) his water goes off. My meter (based on the Meter # the company gave me) is no where to be found.

Is this a newer subdivision?

Nope. Houses built in the 70's. No clue if this has always been jacked up or just happened before I moved in.

Just a FYI:
Your "Water Bill" is three components...
Water - BR Water Company (Private)
Sewer - EBR DPW (Public, City-Parish)
Trash/Recycle - Quasi-Public based off contract.
The primary issue will be with the private, BR Water Company. However, your sewer fees from the City-Parish are based off your water consumption. My hunch is BR Water will fix the problem going forward, but will tell you to piss off regarding the back payment.
If they agree to the back payment, I'd also make sure your sewer fees are rebated too.
Keep us updated, this is pretty interesting.

BR Water should handle the meter situation, but you're definitely responsible for anything from the meter to your house. I don't know how your municipality handles credits, but I know I've been fighting(somewhat) mine for a little over $100(which is why I'm "somewhat" fighting, we already paid it, it's just the principle) over them charging me for two trash cans for over a year, when I only had one. The secretary at the solid waste department made a clerical error apparently, because she got extremely defensive when I asked her simple questions, and dodged answering them. What's funny, is she told me I could take it to my councilman(that I know personally) or the public works director, whom I also know, considering I work for the company that handles water treatment in the parish.
