Welfare reform with respect to drug abuse has always included alcohol abuse, if you have never heard that then it's on you because those studies are decades old.

Studies? In that post, I was referencing what people, politicians and constituents alike, call for. In my lifetime, I don’t recall anyone ever calling for welfare recipients to get routinely breath tested, yet I’ve heard calls for them to be drug tested countless times.
