If FEMA only gave me 10% on the dollar, I'd be tempted to go to the casino and put it all on black.

I bought my first house in flood zone X 4 months ago and got over a foot of water. Didn't think I'd need flood insurance so didn't pay much attention to it, in fact I don't remember my agent quoting me on it but still whatever. Have All you high and mighty people talking down about those that don't have flood insurance thought about the retired folks outside of flood zones on fixed income that $400/year is a significant amount? Yeah they definitely deserved what they got...

If you're retired, on a fixed income, and you cannot afford the flood insurance premium, you should downsize or cut elsewhere. I'm not being a dick, and under no circumstances did anyone deserve any of this, but insurance is part of the cost of owning a home. If you opt not to purchase it, you're absorbing that risk, and you should only absorb that risk if you can afford to do so.

My house is less than a mile from the Mississippi River, since I am on the natural floodplain, my land is a higher elevation than the rest of the city.
I am not required to have flood insurance, but for $1 a day I would be stupid not to.

Someone from FEMA told me on the phone that it is not income-based. It is based on damages and what your insurance coverrs. I hope they are telling the truth, but the application asked for my income.

I don't believe this is constitutional at the federal/national level. That said, since it is a program that does exist...
While stupid, if someone is not in a flood zone and does not carry it, I can see such relief being there. People who are in flood zones that don't carry it should suffer the penalty for their stupidity.
