Absolutely.

The worst area of North Charleston SC several years ago became one of those dreaded “food deserts”, because the grocery stores were tired of high crime and losing money.

The Mayor at the time didn’t bother with a $2 million study, he talked to different grocery chains and smaller grocers offering very substantial tax breaks and cash incentives for them to open a store.

Couldn’t find any takers.

I can understand contributing $2MM to the workers’ compensation obligation of the store owner, since everyone who works there will be injured or killed.

This is why New Orleans is doomed. I don’t think I’m being unrealistic when I say that 70% of voters in Orleans Parish see no problem with this.
