Now I'm curious about the question being asked, would committing crimes in two different parish's get you two ankle monitors? I would think they could still use the one

One is probably is a GPS device and the other is to monitor alcohol

Not when they can make you pay the ridiculous fees for the monitor twice. Those monitors cost about 15% of what they charge to run and administer. All costs direct / indirect. You pay about a 85% gross margin. A private company gets most of the money, the parish / state gets the rest as essentially a finder's fee.
Ain't no one consolidating monitors.
