Those incapacitated or killed by use of force may lie that way for hours, unless the handcuffs are removed for medical treatment.
A Star Tribune review of records on dozens of people across Minnesota who died in encounters with law enforcement shows it’s common for officers to follow their use of force with handcuffs.
The purpose: To secure the scene. “Twelve seconds afterward we don’t know the person’s dead,” said Kelleher, a Minnesota cop for 27 years and owner of Duluth-based Field Training Solutions. “I’ve had it happen when someone has pretended to be unconscious, luring you in, and once you’ve closed the distance, they come at you.”

WAFB reporting the body camera fell off, so the audio of the struggle is the only thing recorded. There is a 100% chance Gravy and team try to say this was intentional by the officer.

- Toney is handcuffed. He is alert and talking. An officer uses a medical 'patch' to seal the wound. Paramedics arrive and the handcuffs are removed so they can render further aid. Toney is given water to drink. A short time later, he dies.

Reeves said the shooting took place during a scuffle and that Toney then ran and fell. Reeves said Toney continued to resist so officers cuffed him for their own safety and began to provide aid. The handcuffs were taken off of Toney, he says, once paramedics arrived.
