Office Bathroom (NSFW)

Our office has one John downstairs that's understood to be only used by customers but we can piss in there. Upstairs is for employees. Anyways this fat guy in another dept. (not me) goes in there literally 6-7 times a day and leaves shite smeared on the seat every time. His supervisor has been informed about the problem and they said he can't fit in the stalls upstairs. So how do we get him to stop stinking up the Office?

If he is okay about being so big that he can't fit in a stall, then he is a lost cause.

Either allow employees in there or don't. But you can't have a policy that specifies pissing is okay and but shitting isn't
As for the fatass in the dept, that's his problem if he can't fit in the stalls. Reasonable accommodations may argue that you should widen the stalls for him, but if it's not easy to do than he's just shite out of luck (no pun).
