NYC Tigers, need your help giving my friend advice on where to live

I have a friend who will be moving to the NYC metro area in March. When he heard I was from Long Island, he asked me for advice on what areas he should target to live.
Unfortunately I'm not familiar with that particular (Northern NYC metro) area. His job will be in Rye, NY but he is afraid the area is not ideal for single young professionals.
He did not disclose budget but did indicate it was a good salary for the area that won't leave him living paycheck to paycheck.
He's 25
Priorities would be:
1. Easy commute to work in Rye (mass transit preferred)
2. Good local bar scene but no hipster bullshite
3. Access to NYC mass transit for weekends
4. Safe and Modern neighborhoods
Several lists on google suggest White Plains. Would you recommend living in WP over Rye?

Livingston Parish and take a private jet to work every day.

Live in the East Village or Midtown East. Take Metro North from Grand Central to Rye. It is about 30 minutes on Metro North.

No problem. The employer won't say much about the commute time. I live on the UES and commute to NJ everyday. Takes me a little over an hour each way. My work couldn't care less when I show up after 9am.

Westchester is one of the top 3 places in the country for highest property taxes. I would not buy a house without very deep pockets. Typically property taxes there are $15-23k/year.
He can take a train to Rye from the city via metro north, but he'll either need to cab/uber the rest of the way to work everyday. That doesn't seem feasible to me.
If he wanted to get into a smaller surrounding metro area he could look into living in White Plains, it does have a law school (Pace) and some night life.
It kind of sucks because it's too far to live inside the city and commute without a car, but if he lives outside the city he's losing a lot on the social side to make it feasible to get to work.
Eta: it should be noted by living in the city he's subjecting himself to NYC income tax, which is not insignificant ($3-4k for us last year) in addition to state and federal...
If he lives outside he doesn't have to pay it.

It depends where he works in comparison to the Rye train station. It might be walkable or maybe the employer runs a shuttle.
