India people ride on top of trains every day and do not seem to have the dead problem. Could it be acceptance of the command "To Duck"

This is saying 12 and 13 years old. The parents need to be investigated. Are they tying themselves up there somehow? Not sure how 2 unconscious and unresponsive kids stayed on top unless maybe the article is being vague when using “unconscious and unresponsive“ due to the condition of their bodies when found on top.
