I don't care what the scenario is.
Fire the lady, publicly shame her in the media, and make sure she can't teach/lead young people again. This will ruin her life without the legal issues.
I don't see this as being any different than a college professor boning co-eds, which happens on every campus in America and is not illegal. The guy was 19.
