Not really, communism intentionally puts a cap on how much the populace of said country can actually learn. Especially NK, which doesn't allow free travel to other countries so that their scholars can learn. I'm honestly surprised they've mastered jet propulsion and supposedly nuclear tech, but I imagine we have China to thank for that.
