The 'mentally ill' don't buy tents and make provisions for their food & shelter. Anyone buying a tent or building a lean-to is making a conscious choice to be a bum and a derelict. All that effort building forts and begging could be redirected to productive work so those people could participate in civilized society.
Truly mentally ill people have a wealth of resources they could utilize (VA, Catholic Charities, numerous NGOs) no one falls through the cracks in the US's generous safety net.
My kids ask why those people are there and now they understand the consequences of poor life choices. It is surprising adults can't figure out those who camp CHOOSE to be there.
