European feel, the food, the warmth from wait staff & the walkability of the city.
European feel? There's a ton of delusion in your husband.

Should be one of America's great cities. Fix it
You’d have to change the demographics substantially.

Probably Katrina
How old are you? Because the city was awesome post Katrina. Money was pouring in, city was clean, Drew Brees was winning football games. First term Mitch was a damn good mayor. Believe or not NOLA was named as a top place to do business circa 2012ish.
Then the money ran out, 2nd term Mitch thought he was going to jockey for a Washington gig, we pulled statues down and quit paying police and then Latoya the Destroya.

New Orleans….in your opinion, when did the wheels come off?
This would make for a great segment on Family Feud.
1. Mid 80s
2. Katrina
3. Dissolution of the mafia
4. Juneteenth

When the black middle class, which was sizable, started moving to Atlanta in the early to mid 70’s for better economic opportunities.
New Orleans lost the college educated blacks and that was a big factor.
