My point is that it's much more dense than New Orleans.

Queens' population density is more than 3x that of New Orleans. So his theory of not being able to spread out doesn't hold water.

NYC used to have more than 2,000 murders per year in the 1990's. It's now down to 335 in 2016.

How'd they do it?

Yeah... that's it.

Good public schools, adequately staffed police force, quality infrastructure, and good civil servants just can't exist surrounded by water.

A lot of big cities have crime problems. The only problem with New Orleans' small geographical size is that there's high crime areas within short distances from most affluent areas and tourist areas. So its harder to get as far away from the shitty areas in NO than it is in a bigger sprawling city

Yall can figure out which cities have water around it. Louisiana is and California are the only two states with three cities on the list and obviously California has a much larger population. So really, it's not just New Orleans with a crime problem. The whole fricking state is a shite hole.
