Orleans has neutral ground all the way down it into through mid city and bayou St. John. Orleans right before Broad is my guess as I used to live right around there but it's hard to tell. All those intersections look pretty similar around the city

@Rocket31, there is a video that was used in the Nat Geo documentary 'Inside New Orleans High' where they are at a Cohen High dance party celbrating after a funeral of one of their classmates that was shot and their young pretty little white SJW teacher is there filming all of her students bouncing arse when shots ring out. Can't find it, but it's a pretty Nola video.
