I don’t think it’s known wide enough just how poor the Uk is even compared to the other major powers in Europe (France and Germany)
I’m been to the UK once. We were in Hartlepool and drove 2.5 hours to the other coast to blackpool. We were shocked at what a dump this part of the country was. Section 8 housing was everywhere, or whatever the Uk equivalent is.
Honestly if it wasn’t for London, the country would be basically on par with a typical Eastern European nation in terms of wealth. The northern part of the country, from what our group personally saw, looked like a basket case.

Does that take into account things like student loans, medical debt and consumer debt? Or is it just simplify “here’s the average net income minus rent and groceries”?

The numbers are disposable income, which is income-taxes.
Brits paying higher taxes accounts for 1/4 of the difference in disposable income.
Other 3/4 is due to raw economic weakness compared to America

I travel extensively and this is a real wake up.
If you are in an average western European nation, it is startling how their "middle class" is really lower class, how little disposable income they have, and how many are dependent on the government for housing and health care. This is UK, France, etc... The idea that an average guy could afford a boat or Denali (gas prices aside over there) in the UK is not a reality.
Now you go to developing or less-fortunate countries and you notice there is a small middle class, a small filthy-rich, and a huge working class that makes three figures per month and might share a bathroom with other families.
There is an interesting difference, though. Eastern Euros are very capitalist and work-centric. They might not have a lot, but they are incentivized to bust their butt to get more. Western Euros are not that way. Why work hard when you can live in a government tower.
OP is right though. You take out the tourist hot spots and scenic views and England is a rough economy. IE London, Glasgow, Edinburgh, British Riviera, Whiskey & Highlands stuff... kick around Liverpool or Crewe for a while and see how glamorous it is.

i’ve been to the UK a bunch. What you’re saying is sort of true but you’re making it sound a bit worse than it is. The average Western European in general is not nearly as wealthy as the average american.
it has gotten worse in the UK over the last 10+ years. Brexit is a big part of that as was the extreme austerity measures the Cameron government took along with 14 years of conservative government has hollowed out the British middle class. But they hilariously blame it on muslims.

I saw some Brit's posting on a resort Facebook page all about how they have 4 weeks vacay min and hopefully Americans get there one day. That would be nice if that happens, but I think to myself, I would rather my rights that I have over here instead of their shite gov (ours is shite, but they are worse) and 4 weeks of vacay

These are key distinctions.
The US is a fantastic place to live if your family has generational wealth to pass along. Young people with family wealth to draw upon don't have the burden of massive loan debt, can put money towards a mortgage instead of rent, and they can start saving the moment they get their first job. They can also take risks with their careers that can exponentially pay off, if they have an entrepreneurial mindset.
The US is far more difficult if a young person has no family wealth to rely upon. That person will have to rent instead of owning their own home, likely have loan debts, and have to focus on applying for corporate jobs that offer full medical insurance, rather than starting their own business.
