While much attention of late has been focused on the uncertain fate of President Biden’s massive infrastructure stimulus package, currently stalled on Capitol Hill, a congressional committee worked literally through the night on a separate bill that includes money for specific bridge and highway projects in Louisiana, including a new Mississippi River bridge in Baton Rouge.
At 5 a.m., the House Transportation and Infrastructure Committee wrapped up a 22-hour “mark -up” hearing on a $547 billion, five-year surface transportation reauthorization bill, known as INVEST, that includes earmarks for specific congressional projects for the first time in 16 years.
Congress brought back the controversial earmark process this year.

It's factually correct that the earmark from the bridge is included in a highway funding bill.
It's just not all that likely it will stay that way after congress finishes horse trading.

If I were to ever become governor of Louisiana my first priority would be to make sure this state has some of the best roads in the country.. I'd be aggressive with this and crime.
I'd probably piss off people in order to get it done and not get elected to a second term, but between the roads and crime.. This shite is out of control.

How much of that money will go towards studies? Gotta study the project first a few times before any actual building gets done. Gotta do it the right way and that is with a study.

I realize the idea of “studies” has turned into a meme around here, but it’s getting a little silly.
Do you know what happens when the private sector takes on a project of this size? Let’s use construction of a chemical plant/unit as an example. First they do a feasibility analysis to determine which conceptual projects are worth funding. This requires analysis of preliminary site location options, development of a business case (ROI, market analysis, etc.), and development of a preliminary schedule and budget.
Then, they do a planning analysis to shore up how they will build it. This typically involves a more detailed preliminary design, more detailed budget, preliminary schedule and execution plan, and further analysis of the return on investment.
Then they do a “final” analysis that is even more detailed. This typically involves detailed design of some semi-final engineering deliverables, development of detailed specs and equipment lists, HAZOP analysis, detailed schedules, startup plan, and a +/- 10% budget (among other things).
THEN the company makes their final investment decision authorizing construction.
I intentionally used the word “analysis” here. You know what another word for analysis is? You guessed it - a study.
This process (“front end loading” / FEL or “front end engineering design” / FEED) is a pretty basic project management principle, and it’s important because it keeps people from making bad decisions that they can’t unfrick at a later date.
So yes, I hope they do a “study” or two before haphazardly blowing $2 billion on a useless bridge.
