Only within the criteria it was created, not under the assumptions most people have when they hear a vaccine "works".

Most people would consider a vaccine successful if it prevents the spread of the virus, this vaccine was not designed to prevent you from getting the virus, only to reduce its effects if you are infected, as the bullet point under "questions and limitations" in the NEJM article indicates, whether it will prevent asymptomatic infection, or transmission to unvaccinated people is not known.

An “out of control pandemic” is something that has a high communicability and a high fatality rate.

Covid is neither. While it CAN kill you, it’s far more likely to annoy you.
