No chance. This is clearly what they SHOULD do to compete with Texas.
But you will need tax revenue, so the other taxes will have to be increased (property tax); but more significantly, they will have to be firm.
That is, no more corporate welfare through the tax code.
And these legislators simply will not go for that. They love their special tax breaks because it keeps their campaign coffers full. Never mind that it does very little to attract new business (because most are given to entrenched businesses like chemical plants).
