No he didn't.

BTW, I tried it just to see and the search result came up with Grasse, France

Turn it off at the meter if it's down line if it's up line, call the water Dept.

This shite happened to me a few years ago while the neighbor was out. The pipe burst between the mainline and their water valve at the house, so I couldn't turn it off without getting into the city shutoff. I didn't have a key and didn't want to break anything, so I called the water company and they said there was a $250 service call fee if the pipe broke past the city shutoff, even if it broke before the house. It wasn't my place to make that decision so I placed a few calls and texts to the neighbors and let it be. They eventually got a plumber out there and fixed everything. Being a good Samaritan stops when you're asked to authorize a $250 charge to your neighbor.

Every homeowner should know how to turn off the water main in case of a leak. Video below shows how to turn off a typical meter valve. It is also a good idea to check the meter box occasionally as it will fill up with mud over time. You do not want to be stuck digging mud out of the box while your water is flooding your house

Perhaps I was given bad info, but I was under the impression the water mains in my area were locked and you couldn't access them without the "key" that plumbers and the city have.

Seriously? Do they read it in person and you've got to be there and whatnot, or do they read it electronically?

ETA: Getting into the city meter box in my area requires a barrel lock key unique to the water company. I'm sure you could break into if you absolutely had to do so though.

I moved in 2008 - got a notice one day they were switching it for electronic so had to be there for them to change it out. I am assuming you had to let them in to to read it back in the day.

I have a shut off to the hose there, but I would guess I have a shut off at the street too? really unsure.

might outdoor faucet shut offs are in the basement too

The meters are typically under a regular old plate until you don't pay your bill and keep turning it back on after they shut it off. Then, they put a locked plate on it. When you pry off the locked plate and turn it on, they threaten to cancel the account for the house

That is what they call the tool you can purchase at Home Depot. I doubt it is actually locked

I'm surprised more utility companies don't use electronic reading equipment, but utilities are some of the worst companies in the US so I guess I shouldn't be that surprised. The fact that they charge for a connection fee or a reconnection fee with the power company when they don't even have to leave the office is absurd.

Yeah I don't really know for sure. My dad busted up the cover with the lawnmower at the house I grew up in, so it was just loosely placed on top and they didn't seem to mind. At my current home it is fit securely, and reading on line seems to suggest the key is unique to the power company.

It's called a T-bar, and they use it so they don't have to dig in the mud with pliers to turn the valve off
